A significant number of legal provisions in various normative acts pose a problem for the transparency of public life in Poland. To address this issue, the monograph identifies and classifies information rights based on the rights of access to public information, reuse of public sector information, and access to information on the environment and its protection. These rights are enshrined in the Constitution and set the standard for transparency throughout the Polish legal system. The principles determining these information rights influence the shape of all information rights or must serve as a reference point for them.
The aim of the monograph was to define common principles that are legally binding and more important than other legal norms. The subject of information rights concerns all public administration bodies. Therefore, the book is intended for both officials working in the administration and solicitors and legal advisers providing services to the administration. In addition, it is dedicated to administrative court judges involved in adjudicating complaints in information matters.
