The monograph constitutes an engaging collection of texts by young doctoral candidates, dedicated to the highly topical issue of transparency in the context of societal development in the digital age – where information and access to it are becoming crucial elements of the lifeblood of the state and the economy. The monograph is compelling due to its diversity, which reflects the multifaceted research interests of these young scholars. In this context, it is also significant as it allows for the identification of emerging research problems within information law from the perspective of doctoral candidates representing leading academic centers specializing in this branch of public law.

The theme addressed in this study is remarkably current, given that access to information is becoming a valuable resource. To a certain extent, transparency counterbalances the authoritative power of the state, whose organs inherently hold a monopoly position not only regarding the collected information but also its dissemination. Transparency reduces the scope of actions perceived as behind-the-scenes, which undermine public trust in the state. Therefore, in a democratic state ruled by law, transparency constitutes a value that requires special and, above all, effective protection – as a cornerstone of civil society. However, does the existing legal framework provide such guarantees?
